Problem To Be Solved

The user cannot easily tell what aspects of the display are fixed, and which are available for customization.  It's also unclear what kinds of changes may persist to future sessions. 

Interaction context

With uPortal using DLM, some portlets may be movable, removable, or mutable in other ways. It should be apparent to the user what can be changed, what can't, and what changes are sticky.
