Add the 'translate' plugin to the IDI site

Description

Jutta has asked if we can add the "translate to..." functionality seen on the P4A site to our sites:

http://www.raisingthefloor.org/prosperity4all/

This functionality seems to be provided by a wordpress plugin:

https://wordpress.org/plugins/google-language-translator/

We should add this to the IDI site.
