Clean up the uPortal reorderable portlets example page

Description

The uPortal2 newskin example page needs the following changes:

  • update to the latest snapshot of uPortal 3

  • improve the focus highlighting on the portlets

  • reduce the size by eliminating unused files

  • change the filename to something reasonable.

Whoever does this should work with Erin.
