Styling of Fat Panel tabs not quite right in older IEs

Description

The black background styling of the Fat Panel UI Options tabs (along the top of the fat panel) does not look right in IE6 and IE7 on Windows XP. Everything is still visible and usable, but the shapes are a bit off. I'll attach screenshots.

Environment

IE6 and IE7 in WinXP

UIO no longer has tabs

These two screen shots (uio-tab-background-ie6.png and -ie7.png) show what the tabs look like in IE6 and IE7 respectively.
