Minimum Font Size Option

Description

The font size selection should be a minimum value that can be seen. Headings and such should be scaled up from this selection. If the minimum is above a certain size, heading scaling should not happen to ensure reasonable word visibility.

This is almost done. We just waiting to hear from Laurie McArthur on our minimum and maximum settings. Currently we use the range 6pts to 200 pts.
