User Needs: Identify primary and secondary scenarios

Description

This is an iteration on the list of potential user scenarios.

Based on primary and secondary personas, use case frequency diagram and other relevant information create a list of primary and secondary scenarios. Another task will be created to flesh out these scenarios.
