Incorrect background color on the both sides of the top navigation bar with IE 8, 9

Description

With IE8 or 9, switch to a UIO high contrast theme, the both sides of the top navigation bar, which has "home", "browse all" etc tabs, still has grey background rather than the selected background color.

Environment

IE8 on WinXP, IE9 on Win7
