1. The header styles:
1. When the user is in a section (other than the Home page), underline this particular item in the top level navigation. For example in a Views post, the Views item will have an underline, or on the Our Data page, Our data will have an underline. Etc. 
2. For the mobile design
1. Add padding to the menu icon
2. When the user clicks on the search icon, it would expand the search input so it looks like the one on desktop
2. Lisa will improve the design of hover and focus states
