A diagram of a proposed Public Procurement Ecosystem made up of three concentric circles. The smallest circle is the persistent steel of the regulations: functional requirement, process, long-term systemic changes. The next circle up that encompasses the regulations is the more organic wood, and is the trusted authority with the responsibility of stewarding qualifying methods, updating and retiring methods, ensuring tools and resources are available, responding to changes in context and clarifying interpretation. The last and outermost circle is the inclusive community hub which engages the larger community in participating in the culture change and supports both the regulations and the trusted authority. It is the most organic, represented as water and includes the following activities: community feedback and monitoring, pooled resources and tools, training, research and guidance. Each circle and their actions affect the other.
