Project documents open for comment

First submitted to NIDRR 12/7/2014. This document describes the requirement for the First Discovery Tool.

The document will be revised as application-specific requirements are revealed through the co-design process.

Discussions are supported through the comment feature in Google drive.

Changes to the document are made in new text colors and are accompanied by a time stamp and a rationale for the change.
