Component: Evaluate usefulness of a "General Reorderer" component page and implement if necessary.

Description

Based on Anastasia's feedback, we should look at creating a "General Reorderer" component page so that it is clear that the Reorderer can be used to reorder anything an integrator wants.

Otherwise it just looks like the Image and Layout reorderer are the only ways you can reorder things.
